When she was 10 I promised her that she would be getting a gun and training to use it when she turns 18, and it made her pretty happy.

In Washington State your daughter would not be able to obtain a concealed weapons permit until she was 21. Use of the weapon is confined to your property for the purpose of lawful self-defense, defense of others, or defense of property until she was 21.
Why wait?

That is pretty late. I started my daughter on handguns when she was 7.
