How would this work: whenever a congregation calls a pastor, or a bishop makes an appointment, will an Austin Human Rights Commissar sit in on the proceedings and approve the choice?

I don't doubt that this is the Austin leftist government's ultimate goal, but in all fairness I'll say that the absence of exemption language doesn't necessarily open the door to the government's right to impose its will upon churches and Christian groups. In a sane, rational society exemptions shouldn't even be necessary; the Constitution, common sense and a priori assumptions of absolute property rights would overrule all without any chance that the perverts would prevail.
I've never been a fan of exemption clauses anyway. They imply that but for the presence of the exemption clause, churches and religious groups would be fair game. That is a very tenuous, defensive position to find ourselves.

If a churche is a 501c3 organizations, is Christ really the head of their church? Or is the Federal Government?
The Feds (I know this is a local Austin ordinance, but eventually it will be the Feds) will command the churches to do anything they wish, under threat of losing their tax-status.
