This really is beyond desperate. She’s not a government employee or even a contractor so she doesn’t work for the government, so how can she do government work?
She’s Sr. Advisor to the POTUS. You don’t think that qualifies her as a Government Employee? And even if not, that doesn’t really matter. She’s got to be in the know or she would never be able to advise him capably.

Ivanka is a government employee, she just doesn’t have a salary.
She was made an employee because as an advisor to Trump she has access to classified data and there were ethics concerns.
We don’t know yet if she emailing classified data over her personal account.
