Once again, this isn't about issuing new press passes, but revoking one that had already been granted. That's the starting point - you cannot unilaterally seize and/or deny an "asset" without due process aka 5A.
The incredibly simple solution is to merely establish a set of rules for standards of conduct. The penalties for violation include suspension, revocation and/or ejection.
What the court has done is allow Trump to now create an environment that controls the wide open wild west nonsense.
The president can allow, deny or revoke a press pass for what ever reason, no due process is required. There is no inalienable right to the above.
