Get rid of mail in ballots - I’m pretty sure that those that aren’t able to get to the polls are equally D or R, there’s no party advantage.

Purge the voter rolls of the dead etc..

Require ID.

Require proof of citizenship when registering.

Get rid of automatic registration.

...the “voter registration drives”, almost always be D’s, gets the names, addresses, and signatures of people not likely to vote - just mail it in.

Until all of that is done, fraud is too easy and on an individual case by case basis it is hard to prove and may only be a single illegal vote. The consequences aren’t severe enough for fraud.

I would add to that -

Eliminate ALL absentee voting. The sole exception being military deployed/stationed away from their HoR.

Purple finger ink. Weekslong permanent.

Also, NO early voting. Move voting day to voting week, 3day, something like that. Polls open at 0000 on Thursday, and close at 2399 Saturday. If you can't vote within a 72hr period (one day being a weekend!), then you are obviously not excited enough to do so.

Eliminate straight-ticket. One, this seems to be one of the main issues with the computers flipping votes. Two, people should care more about who they're voting for. Actually picking each vote means people will be more involved, or they just won't bother voting the whole ticket, and only do the 3-4 big names at the top. Either way, it makes the vote more legitimate from people knowing what's going on.

Empty registration rolls every so often. Maybe every 8 year, the rolls are emptied out, and in 9 years you have to re-register. This'll easily remove dead people, as well as people who don't care to be involved enough to vote.

Finally, spot-check for fraud. Each state has 1-2 counties where they have the machines fully opened and every ballot hand-counted, then compared to the totals the machine reports. If it's off by more than .1% (or 10% of the vote difference, whichever is higher), start looking deeper! Add more counties!
