I don't think so. I'd guess 3-4 months at most.
We know that POTUS has been moving puzzle pieces around to be able to prosecute the upper tier of extremely evil doers--in Congress, and elsewhere. It sounds like at the outside, after the 1st of Jan 2019, law and whatever other necessary changes will be in place and the prosecutions can go ahead--maybe at a fast pace.
We may not have even one month of their nastiness. IF Trump says--knock off the nastiness or else, and makes the 'or else' abundantly clear in terms of rougher legal handling and punishment consequences speedier, they might just have to go to Sam's Club and buy some sanity or a muzzle for themselves.
