Here’s the deal: Hatch is leaving so Finance Chair is open. Rules are such that Crapo is up next at Finance if Grassley stays put. Some senators don’t trust Crapo and want Grassley to switch. Grassley has already been Finance chair but could do it again for two years.

So the question is whether Crapo can be trusted in Finance more than Graham can be trusted in Judiciary, and whether Grassley wants to switch major committee chairs again in two years when he’ll have two more years to serve in his Senate term.
