If they had a bunch of people in the congregation with CCW, the attack would have been stopped quickly. But CCW is so ... right wing.
Probably, at least with fewer casualties. This killer had an escape plan, several LEOs injured, which would likely have been triggered at the first armed confrontation. Which had to wait for the arrival of the police. He had a free hand till then.
