If someone shoots a Border Patrol Officer, they can expect a determined investigation, and likely a coordinated operation against that area of the border. So it does not benefit cartels. There has been some shooting however.
The biggest causes of injuries for Border Patrol are border crossers resisting arrest, and Jose six pack throwing rocks. They have found that the visibility of the bollards keeps rock throwers back out of range, and intimidates them - the Border Patrol has guns, and the rock throwers generally don’t.
Nonetheless, they have a variety of body armor, vehicle protection and small shelters to park vehicles. If an area heats up, added protection can be rolled out pretty quickly.

Sounds great, in theory.
The problem is that their cousins, siblings, aunt and uncles are telling them (truthfully), that that ain’t the case. :(
Because even if the government didnt, there would be other entities that did. And those invaders wouldnt believe us anyway as we have a multigenerational reputation of being a soft touch.
