Not that I know of. What appeared to be a cheap, little electronic clock on the object was odd, though. How would the maker of the object or device know exactly when the receiver would open the envelope? It appears to me, that the intent was to scare a recipient or perpetrate a hoax. Or maybe the maker was a moron.
We'll see, eventually, after the bureaucrats examining the device get around to publishing the report.

If the recipient was the maker of the “bomb,” or knew it was coming because someone else made it for them, they would certainly know.
