From fed source: “complete hoaxes” multiple wires when they only needed one. Reports of cell phones being involved was false. So no intention of harm. Now the questions. Dry run, or a false flag from the right or left trying to mess over the other side?

There are many people firing off without correct information. "Need" is beside the point. If blasting caps haven't changed, they have two wires.

The lack of a postmark is suspicious, although some mail has gone through with postmarks. The wires going in both ends are goofy, although that would be possible, too.

The little clock is the most suspicious part of it. A timer would be an incorrect choice for ignition. Whoever made the object would not know exactly when the package would be opened. That indicates to me, that the object was made to scare a recipient—not to physically injure.
