If you want to find who laid the bombs, look who needed to. The conservatives have the majority in the house, the senate, the supreme court, and the POTUS. That narrows the possibilities down to the people with the most at stake, doesn’t it? They were probably in charge at the Donner Party, too.

I would bet the arrest warrants are already filled out.
My guess is that they will be for members of a "right-wing-militia" where about 30% of the members are FBI informants.
And the bomb supplier will turn out to be one of those informants. You might notice that all of the bombs have been duds. I would expect they were designed that way.
Anyone paying attention would know that the addressees are people who never open their own mail. This seems like a remarkably stupid publicity stunt if is not a provocateur action.
