I'll have to take Sauer's word for it regarding the "bomb" design, but the packages themselves were obvious red flags that would be intercepted before they got to their supposed destinations.
For example, the package addressed to Brennan has his name misspelled, the addresses are printed off of a computer and carelessly glued on, cheap packaging is used, and regular stamps are used instead of a post office stamping device. The packages just scream out "suspicious package."
