Yes, or employers. I worked as a construction laborer for a company that hired a lot of men who were from those countries. The managers didn't name the owner of the "temp" outfit but said that he was rich and lived in or near a resort.

I suspect that the wealthy folks wanting to move so many foreigners in from poor, corrupt nations feel closer cultural ties to foreign nations than ours (e.g., countries in Eastern Europe, maybe the misanthropic philanthropists' parents or grandparents). Most of them were probably raised near our coasts by foreign-minded parents. They probably despise U.S. exceptionalism and our more American ancestors.
