So the 7% base-line budget “slashed” by 5% equals a modest 2% increase?

How about zero-based budgeting? This idea that you take what you asked for last FY and bump it up X% is BS. It means that waste is never curtailed. A private enterprise would never survive “budgeting” like the government does. The government needs to have a “bottom line” too, not give us what we think we need.
Some cabinets, yes. The EPA: 98% The DoEd: 98% The State Dept: 75% (except for embassy/consulate security).
I predict this is the last we hear about this idea.

By Executive Order, as of today, with the exception of the defense and SSA, all agencies have 10% fewer funds to use than they did last night. The gov't has no reason to be efficient and every reason not to be since prestige in DS is a function of the size of your budget. This would be a step in the right direction.
