Indonesian officials want money in their pockets, not aid for the afflicted. That’s the problem with a lot of Third World countries. They are poor because the officials are corrupt to the bone. Unfortunately, the fish rots from the head down.

As of late there have been many stories regarding these ‘humanitarian’ organizations and the pertinacity of individuals associated with them in taking advantage of young people and children at every opportunity that presents itself... Haiti in particular comes to mind. Apparently they were running a brothel down there for the ‘aid’ workers.
The last thing they need in Indonesia is more foreigners taking advantage of their youth.

Probably some that we don't know - might be that the help was trying to undermine the government .... sometimes folks providing help have more hubris than compassion in their hearts....times like this, it's best to just provide the assistance and then "march for reform" afterwards.
Not saying that's what actually happened, just providing a possibility.
