OK, so I got the beep noise and the alert message. It was not a text message as I normally understand it. FEMA says it was different from a text message.

I hit "dismiss" and it went away. Now, how do I get it back? Is it stored somewhere?

If not, what good is it?

On my android 7.n it remains in the Emergency Notification stack, where I can ignore it afer reading or delete it. My notification settings:
