Congressmen can’t prosecute anyone for anything. Congress even gave up their ability to punish people found in contempt of Congress. It all belongs to the DOJ.

I did phrase that incorrectly - the members of the Judicatory Committee have the ability to notify the DOJ that a crime has been committed. We all do, pretty much. But a Senate Committee reporting a crime would likely carry a bit more weight than you or I doing it.
