Notice how they are calling it an informal deal and how it could be blown up if Ford wont change her position.
Looks like katz and Ford may be running the process afterall.
It is not an informal deal nor is it arbitrary. The POTUS has ordered this and has the full force of law. These idiots are now grappling with the law of unintended consequences and how this can blow up in their faces. They are not immune to being found out to be frauds and being punished themselves.
