American Bar Association calls on Judiciary Committee to halt Kavanaugh vote until FBI investigation is done

Please explain to me how the American Bar Association, hopefully populated by at least some attorneys who are familiar with the law, can be pushing for a federal agency to investigate a non-federal allegation over which they have no jurisdiction, and that alleges an incident that occurred 36 years ago.
