Looks to be a static address, proxys tend to used diff IPS. I would guess that Wikipedia’s logs the type of address.
But even when a person uses a proxy he has to get on the “on ramp” from somewhere else (and when they go on the “off ramp”), and those logs aren’t protected from law enforcement or the courts.
Unless the proxies are in Outer Boogerstan etc
Sooner or later this sh!t is gonna get really real . . .
