Ford really does look mentally ill. The ragged face, unkept hair, jittering, shifting in chair, awkward laughing.

I'm sure all of that is by design - along with the quivering, child-like voice - to give the appearance that the attack just happened a few hours ago. She doesn't want to come across as someone who is poised and in control, someone who is there on a political mission.
