It’s our ‘Coal Tax Trust Fund’ - collected as a tax on coal mined in the state.
When it was conceived and instituted in the early 70’s it was determined that it could only be tapped into by a 75% majority of BOTH houses...
They have gotten close a few times...
The money is 100% State of Montana owned, just impossible (for 46 years to date ) to spend.
