FBI, DOJ, and DNI are vetting everything to be sure they’re not implicated in anything illegal.
I think people are underestimating the impact of this aspect. It has been said by reliable sources that there was a lot of "after hours" communication between many of the people involved in this scandal up to and (yes...including) Barack Obama that has had an impact on investigations.
Just using Hillary Clinton's undeniable, completely documented, and totally illegal use of an unauthorized email system to transmit classified data.
It is undeniable that she is guilty and knew exactly what she was doing, I believe for two reasons: Most importantly, she was doing it to bypass FOIA requests that could shed light on her Clinton Foundation "crime syndicate" (my characterization) and Uranium One dealings, and secondly: abject laziness (observing security requirements is for little people and is often very inconvenient). She knew, because she suggested to people that they manually remove specific classification wording in various emails so it wouldn't be flagged and attract attention.
Unfortunately, she so richly deserves to be in jail, but she won't.
And there is conclusive evidence that Barack Obama knowingly communicated with her on that illegal server under an alias. That is fact, but he won't be punished either. For anything.
And Dan Bongino has it on good authority (and I have grown to trust him) that in these "after hours" communications described above, there might be that same kind of illegality on the part of DOJ and FBI officials...using unsecure systems to bypass security, auditing and logging.
He is musing that...it might be Comey himself. And it makes sense. As it came to light...how could he do an investigation on Hillary Clinton if it might be proven that he had done the same thing? But their hand was forced back into an investigation.
And that is just the email. I suspect that this entire debacle is painted with the fingerprints of various people involved. For example: Look at Andrew Weissman on Mueller's team. He was privy to the communications between Ohr and Steele while he was at the DOJ. He is clearly involved with illegal behavior, and this alone should have been enough to shut Mueller down (A HREF=https://www.americanthinker.com/articles/2018/09/weissman_fake_dossier_knowledge_should_shut_mueller_down.html>(See this article at The American Thinker: Weissman Fake Dossier Knowledge Should Shut Mueller Down) since he clearly is in a position to investigate his own illegal activity. It is astonishing that has not been done.
The point is, there are so many conflicts of interests and people who may be involved that this entire thing is a sham.
