Just heard on Fix that she has refused to testify until the FBI does a complete investigation.

If true, that means she will never testify. But this stance allows her to try to pin the blame of the FBI/GOP/Trump.

The FBI has no jurisdiction and local will not investigate because time has run out. Kavanaugh has already been cleared by the FBI 6 times. This is a delay tactic.
