No it’s not. It’s asking that a food which normally does not contain beef by products be offered without beef by products. Nowhere is it stated they asked (demand) the school stop serving food that you would expect to find beef in, such as pot roast or hamburgers or chili con carne.
How about just serving Styrofoam balls in paper cones since no one cares what it tastes like.
