At the federal level, prosecutors are found in the Executive Branch of government, specifically within the Department of Justice. If the head of the DOJ refuses to properly enforce the law, the POTUS can replace him with someone who will.
If the POTUS takes this course of action in close proximity to the mid-term elections, it can (and will) be characterized as “playing politics with Justice” and could backfire with a vengence.
In light of the above and other factors (related to the Mueller “probe”), the best course of action might be to hold your fire for a couple of months, then fire away with both barrels (starting with replacing Sessions), especially if the elections are favorable to the party of the POTUS which gives him political support.
