Sure. It may not be great business but there’s no law stopping them.

I'm not so sure about that. Can anyone cite an instance where a telecom or electric company denied a customer service for any reason other than non-payment?

Some seem to think anyone who does not fall into the categories specified in the civil rights acts can be denied service for no particular reason, but that question needs to be answered by some legal authority in that area of law.
