If this is true and the timing was during her regime at the State department , this is devastating to the FBI. In effect, it makes them complicit is her espionage and criminal security breaches. In fact, it seems to make understandable why they obstructed justice in he fixed “investigation” and her contrived exoneration. If they prosecuted her ,it would have come out they let the Chinese spying slide to protect her politically.
I see that the IG briefing was in June ‘16. But what I think we see is that the Comey FBI knew long before that briefing that she had the illegal server and it was in total control of Chinese hackers who had giant screens set up at head quarters to watch live email exchanges breaching national security daily. The FBI needs to be gutted.
