I agree with your basic premise that gang membership is ‘cultural’, but don't agree that there are no deterrents. There are carrots and sticks that will help, but we haven't identified the right approach yet. ‘Cultural’, in my view, is not specific to any race or ethnicity, but is part of a cultural microcosm that equates gang membership with manhood, power, personal freedom, personal ‘principle’, and wealth. It's a skewed world view, but we've done a very poor job convincing inner city youth of this. It's a ‘bad boy’ cool culture, which is much more of a draw than being a ‘college kid’ labeled as ‘acting white’.
Somehow, we need to get the truth out that being a caring, unselfish, hard-working, giving person requires much more internal strength and toughness than being a go-with-the-flow gang member. If Hollywood wasn't so self-absorbed and clueless they might be able to help.

Use anesthesia and it won’t be cruel. Do it enough times and it won’t be unusual.
Yes castrations would help. Slow torture to death another. But regular executions en masse would get rid of the scum en masse. As preventive measure it would get rId of all the major offenders. Those on the fringe would stop their activity. As the opportunities for good jobs brought in by Trump would also help bring fringe wannabe gangsters into line.

Local people are stating in comments posted on the internet news sites that it appears to be related to black gang activity.

And of course everyone is demanding guns be banned. 0ne of the local anchors is even reading ‘text messages from viewers’ who demand that guns be banned, and the reporters on the street on my raw feed are seeking out people to demand on camera that guns be banned.
Again it is the gun’s fault, not the shooter’s.
