Here is an article from 2018 where Trump is spending a bunch of money on GITMO. Why would he be doing this? Think logically there must be a known influx of persons that will be housed there in the near future.

The biggest ticket item for the U.S. Navy base in Cuba in the so-called Omnibus Spending law is $115 million for a new 848-troop barracks across the street from the McDonald’s and commissary to consolidate enlisted prison staff under one roof.
Also, I rem they are building a small medical facility, attributed to that bit in the law saying defendants need to have that available if necessary. And the jump suits for the new Gitmo are *blue* AFAIR.
