Not surprising. E-Verify should be mandatory for every paying job in the US, and the efforts to prevent this in Congress have been bi-partisan - no border wall is bad, no mandatory E-Verify is worse. Remove the incentive for illegals to come here for jobs and you'll solve half the problem. Trump has been trying - he included mandatory E-Verify in his 2019 budget proposal; we just need the Republican enablers of illegal aliens in Congress to support him.
My mistake - apparently this illegal alien was vetted through E-Verify, which indicates that E-Verify is badly broken. The system needs to be fixed and made mandatory for every job in the US, not just for government jobs. In California, where I live, E-Verify is not only not mandatory, it's illegal under state law for local governments to enforce t's use.
