You don't even necessarily need more tariffs. The smarter countries (Japan, Germany in the lead) will see that reciprocal tariff treatment is in their own self interest as opposed to the alternative.

With equal tariffs, they still get access to a far larger free market than our exporters do.

And free is the key here because most of our trade partners know that unlike China (who can and will use a similar argument) our market access is real, not theoretical.

You don't even necessarily need more tariffs.

To effect the behavioral changes desired in our "trading partners" will require much sterner, more encompassing and much higher tariffs. The sooner the better.
