Actually, it is Sensitive Compartmented Information Facility.

Any portable device that can record and/or transmit information cannot be brought into a SCIF unless it is for an official, authorized purpose under the control of the security and IT managers.

Cell phones in a SCIF are a no-no. It is possible that in the WH they use secure cellular phones that are OK in a SCIF but then it is illegal to transfer any information from those phones onto a non-secure device. So if there is a voice recording taken in the Situation Room and brought outside, there is a law violation. The exception is of course that if it is done by Hillary Clinton or any associates of hers, it's all fine.

It is 100% not permitted to take any recording devices into a SCIF, including a cell phone or anything that could be used as a recording device including an e-cigarette.
