A referral is nothing more than a request to review. DOJ gets lots of them. Very few charges are filed. most cases brought to DOJ by other prosecutors, police and even the FBI are ultimately turned down for prosecution. In fact DOJ doesnt need a referral to initiate an investigation. And as you can tell so far, NO charges have been brought against any clinton obama deep state actors.
I know you are an expert because you are a q adherent. Trust me, it doesnt make you any smarter and it surely doesnt make you any more knowledgeable about how the federal criminal justice system works.
At some point in time even the Q people will have to admit that all their dashed hopes and dreams were based on anonymous information sent out by persons unknown for unknown reasons.
