If Baltimore was really serious about this, they need only do three things.
1. Ban all gas stations within city limits. No exceptions.
2. Ban all gasoline and diesel vehicles within city limits. No exceptions.
3. Ban all power within city limits that was generated by fossil fuels. No exceptions.

For those of you who did not suffer through 3 years of law school, The English Rule = loser pays....pays BOTH sides attorney fees. That tends to discourage the filing of frivolous lawsuits.
