They create a position in an agency/department for a person that reports directly to the head of the agency or department. They are there to collect information or maybe assign a submarine to p/u an asset off the coast of Croatia. No one knows what he does except for the director. He has an office and looks just like a regular employee, except he also reports to the CIA. The director is a beaurocrat, and they are moved around alot.
