Simple solution, if seen urinating in public you get an automatic 30 days in jail for indecent exposure and if caught defecating in public 90 days in the nut house for observation and treatment, because only a crazy person would pull their pants down and take a dump in public, especially a large city.
So you’re going to provide a far better shelter for someone than they had while they were on the street a month or 3 months and that will be punishment? While I was still in the service, we used to call that a cot and three hots a day. Who’s going to pay for this. And when the homeless find out how much better and safer it is, they are going to line up to defecate on the police station grounds or other public patrolled areas. Which means right in front of the public as that’s why it is patrolled. And more will be coming to join the ones that are there for the freeby.
No, the closest to a simple solution is building metal bathrooms (outhouses) on street corners and letting them use them to shoot up or go. Then you bring in a hazmet team and clean them out daily at night. Costs less than housing them. Helps centralize the locations.
