I’m told that this is actually deliberate because he is afraid of eventual charges and wants to be in a position to flee to a safe country if it comes down to it.
He’s not likely to be extradited from either Kenya or South Africa.
Where does he go after S.A.? Zimbabwe?
Ultimately he’ll not only need to end up beyond legal extradition, but also someplace where the US military presumably would not be allowed to create an international incident by staging an arrest incursion. For example, S.A. is probably out of reach. Zimbabwe or Kenya, I don’t really know. Somalia, we’d have him in a heartbeat.
