That is one of Ann Hand’s pieces who has been in jewelry design for many years in WA. DC. Married to retired Naval officer. I have purchased several pieces in her collection for my wife. I think you might be close to the cliff’s edge.
You must be mistaken about the Phoenix Bird pin (not eagle as Ann Hand describes hers). The Phoenix pin has been discussed here at Free Republic for years which is where I first learned about it.
