People are missing what really happened to Crowley. Look at the demographics of the NY District 14:

Minorities want members of their own tribe to represent them. The thin veneer of white liberals in growing minority districts will be destroyed. And even Maxine Waters district is two-thirds Hispanic. Rangel lost because of the changes in his district.

Velázquez ran for Congress in the 1992 election, seeking a seat in the New York’s newly-drawn 12th congressional district, which was drawn as a majority-Hispanic district.
