Try this interpretation of the journalistic language:
Fox has seen an unclassified Letter #1 the FBI/DoJ sent to Nunes. That letter tells Nunes they sent a classified Letter #2 (to _________?) about whether the FBI utilized “confidential human sources”...
Paraphrasing etcb’s comment: Letter #2 wouldn’t be classified if the answer was “no”.
I expect it’s “yes” buried under 25 pages of special pleading, then blacked out spaces for the names of the spies.
