You're right the H1B who're part of the current demand should be the 1st ones gone and the rest hostage to IBM's action.

Because, if the company goes along with the demand, the company becomes the 5th column and all their employees become its loyal soldiers in the subversion. (H1B Visa are specific to the company as well as the foreign employee.) The all H1Bs with the company should be cancelled.
