Yes, but if the constitution says a state can’t tax exports, and doesn’t mention imports, it means Virginia can’t tax stuff it sends to Kentucky, but Kentucky can tax stuff sent from Virginia.
i.e. the state cant tax what leaves its border, but a state can tax what enters its border.
