If 1 department is responsible for the cheese all the way to the pizza, then you only need 1 department. But if everyone gets a “slice of the pie” so to speak you need 1 department to control the cheese & 1 department to control the pizza. Your little kingdom needs to hire people & needs a bigger budget. It gives you job security, more power & more money to control (steal).
It is amazing that Trump has been able to tap people who share his philosophy of smaller government - Mulvaney being the best. Pruitt is cutting back regulations, Zinke is cutting, Pompeo is cutting staff....
