It sounds like the kids get automatic refugee status and stay. I do not understand this. Why are they not returned? Perhaps they have parents worried sick about them. Is it not possible that they were stolen? Heck, we have been known to send kids back when they were in the custody of family here — Elion Gonzales.

I think there must be a better solution than just automatically keeping any kid that washes up.
