There is also the use of unusual jargon like “500 year flood” that is strange. 500 year event? Really?

The writing includes many phrases like that that the writer probably heard their bosses say so they flattered them by including them in the report.

Big time. It’s funny to hear the boss in a meeting say, “This is the issue that I want to foot-stomp...” and hear the brown-nosers an hour later using “foot-stomp” all over the place. I’ve also seen it with “long pole in the tent” and “this is the important one of many irons in the fire”.
