Exactly. We probably have 10 investigations going on, aside from Mueller's fiasco. Nothing happens except a report which leads to further investigations and more reports. Eventually the statues run out & conveniently for them, nothing can be done about it.
The end result is fodder to be used against their opponent in the next election. Nothing concrete. Just a lot of hot air.
"Not political" specifically means someone who holds a permanent civil service appointment as opposed to someone whose job is cotrolled by the White House -e.g. senate confirmed political appointees and what are called "schedule c" appointments [campaign hacks given a special class of civil service jobs "for the duration" to spy on agencies for the whitehouse and who must leave at the end of the administration].

Obama appointed Horowitz. The Senate approved him. Obama would not let him begin his work in a timely manner. When Sessions took office he turned him loose with an open mandate and an outside (Utah) DOJ Prosecutor to refer to with an open budget.
