I agree they already have an understanding, and that it's necessary that Kim walk what he's doing now as the N.Koreans need to believe the role he is playing in this in order to keep the nation stable.

They believe he's negotiating economic development and denutralizing “the peninsula” which of course means our troops etc. out of the South. So the details are all that's left to work out...and it will take work. If Kim attempts to stop it all he's done and he knows it.
