“an employee at Victoria’s Secret in Collierville forgot to remove the censor on a bra she purchased recently at the store”

Then why didn’t the alarm go off when she left the store after the initial purchase?

It probably did. She was moving too fast to stop her in time, they let it roll while noting the who that was doing the thieving. Being alerted when the idjit brought it back in to remove the 'censor' because she couldn't wear whatever the piece was, they called PoPo. I wonder, did the censor trigger when she came back through the doors?

Why didn’t the sensor go off when she returned to the store?
Sounds like product tampering.

It happens. It happened to me once. Left the store uneventfully. Didn't notice until I got home. I had heard that when you remove the sensors they squirt ink so we took off the sensor in a sink of water.
